I think, that we should in the nearest future make all strings unique in gsi-pot-po-gsi process, used by I10n team. (Of course so, that existing translations are preserved - there are about 20000 repeating strings I suppose). One problem is that in English verbs and nomens have similar shape, in other languages not (start, insert, format). Also, very common word in UI like Format has in many languages different meanings (paper format, file format, text formatting, etc). A big problem is also that in database field names in English short term and long term are in many cases equal, in other languages they are not.
