I have updated all the info on numbering, outline, number transliteration, collation.... and other localisation stuff in:

Once we think that it is correct, Ivo will move it to l10n.openoffice.org
There are quite a number of things to do, and I suppposed that they could be structured in a different manner than I have done, such as creating several "packages", such as basic localization, advanced, etc..., to be prepared at different times in the project.
There is also a parallel process, for those who have technical skills, but not translation power, to prepare OOo 2.0 very well for their language (collation, numbering,e tc...), but not yet translating the user interface. This would allow the creation of good quality local language documents and data managment (spreadsheet) without actually translating the UI.
What I try to say is that once the localization information is there, different ways of using it could be defined.
