Could you please update that page to include information about the new Locale element's attributes versionDTD and allowUpdateFromCLDR?
Done... but I made it up.. please check that it is correct.
Also, please push changes to http://translate.sourceforge.net/doc/locales-openoffice.html that one is a bit outdated by now..
