I do not think that merging half-done UI is useful. It only takes time to
download, it takes space, is a cause of lot additional work *and* people
compiling from source will download your new GSI anyway... Instead of
preparing, checking and proofreading half-done UI, you can concentrate on
finishing it, on providing translated extras etc. And set e.g. 2.0.1 as the
version for you where you plan to have complete translation available. And
you should work to meet this assumption!
