No. By convention we name every value LANGUAGE_USER_... that is in one
of the spaces of user-defined values and the locale has no LangID
assigned by MS (yet).

That's fine, and except the comment identical to what I committed to CVS
in revision 1.9.8.1.  "ISO mapping ca-XV" is just my abbreviation for
noting it down ;-)
