No. Actually it's a recommendation. It's not compulsory to sign the JCA.
The main benefit I see is that translators and linguists would be also
listed as contributors to the OOo project.
Once answered these questions, you will know if it's a requirement or
not to contribute.
For example this is not needed for documentation because we have the PDL
to contribute under. But of course, localization is different, it's UI
and OLH relevant, but it's not code and it's not documentation, so what
is it ;)
It's not code ... but still this is contribution and honestly I think
that translation contributions is at least as important as code
contribution.
