text for the 3.0 readme is being worked on.

That's correct. There is a wiki with the 30Readme and Community people
were asked to provide feedback by April 17th to update and finalize the
content to use for the OOo 3.0 Beta. Since there was no feedback the
documentation team took it updated it and created a CWS for this. The
CWS containing the readme will be included in the m9 (I haven't checked
yet, but the m9 should be available toiday). In order to give the
Community a bit more time to translate (due date is April 22nd) we
decided to take it from the CWS (without waiting for the CWS to be
integrated into the master) and provide it via issue.

So, as I understand it, the new text on the wiki has to be finished
first, (than new sdf files ?) and than the translation.

Actually not. For beta we are including the document the document
provided via issue. There will be more edits and updates for the final.
