Which tools were used during the lifetime of this file? I remember that the Translate Toolkit used to have a small issue which could be related, but that was already some time ago if I remember correctly. If you can fix it by hand and upload it by overwriting, that should solve it. Unfortunately it seems that Pootle accepts that, so the error is only discovered later with another tool.
