for creating localized builds there are defined Release Criteria. For
localization there is a special section:

From the pootle statistics I can see 93% translated UI but only 6% for
Help:
http://pootle.sunvirtuallab.com/ast
So, currently the criteria are not yet full-filled and no full install
sets were built. AFAIK the langpacks were requested by the NL team, right?
When you can archive the goal to keep resp. increase the translation
rate to at least 80% UI and 80% Help, then we can build full install
sets for the next feature release.
