First one is, in my opnion, meaning that empty pages have to be printed.
That is in full contradiction to the second string which seems to be the
Tooltip for the checkbox of string 1

No, your observation is right.

I see the text with the checkbox in the new print dialog, on the tab page OOo-dev Calc (OpenOffice.org Calc).

In OOo 321 the text with the checkbox in the options from the print dialog is: "Suppress the output of empty pages", which is the opposite of the current text. Maybe that is the cause of the confusion?
The options there, are the same page as in Tools|Options ...
However, the text in Tools|Options|OOo Calc>Print in dev300m84 still is: "Suppress the output of empty pages" ...

Doing some tests, shows that in m84
 - the text with the current checkbox is correct
 - the setting Tools|Options|... does not work, so the checkbox in the
   file print dialog and the one in the options page seem unrealted
 - there is no Help text associated with the chechbox
