It seems that http://www.openoffice.org/issues/show_bug.cgi?id=113961 should be reopened since translations uploaded there were not properly integrated in OOo 3.3.
To reproduce, in Writer open Tools - Options and enable, under "General", the "Extended tips" checkbox. Then open File - Print and you will see that tips appearing on "Number of copies" or "collate" are in English no matter what your interface is using.
