LENS-833 had introduced a global limit on number of session each user can open. 
 We also need to have an override for special users who should be allowed to 
open more sssions. 

use cases :
1. All pipelines registering partitions with lens server might run with a 
single headless user account. In this case the limits should be relaxed for 
such users. 2. There can be apps that are dependent on lens server and use 
headless user, in which case these apps would want a relaxed limit.
