Noticing PartitionTimeLine cache and hive metadata being out of sync in few
scenarios.
One of the usecase is as follows :
* User adds a new storage to an existing table with a set of partition
columns, drops the same storage and registers it again with a new set of
partition columns. However fact timelines command still shows the previous set
of partition columns and not the new columns.
