Summary: Adding serialversionUID in BackoffretryHandlers

There is no existing serialversionUID defined in any of the classes
implementing BackOffHandlers. This makes it difficult to load a persisted state
of Queries whenver there are changes in the classes implementing the
BackOffHandlers. This needs to be fixed.
