I was just going to post the question about the use of actions (one of which doesn't exist in 1.4) but you beat me to it. One thing to note is that the webDAV clients that I tried didn't care for redirects, and didn't seem to care for GET parameters. This seemed to throw a wrench into the current usecase model, well perhaps not, no steps are needed.
