I think committers should also be allowed to have sudo.

Actually I proposed the zone policy like it is partly because of the
above reply from you.

...but like you state here, in zone there is no such political dimension
of binding votes (better I do not see one). I am fine that a non PMC
member can have her own account and sudo, if they are comfortable with
sudo access.

The policy should depends on the task you have to do on that server. If they can be done without sudo access it is certainly not necessery to give it to every commiter.
