Some of our customers want a more flexible notification GUI, e.g.
entering e-mail addresses on the publish confirmation screen manually.
But this could be implemented in a custom publication.
to get rid of the other issue, why not have separate workflow items
"publish" and "publish subtree"? this would also get us around the UI
ambiguity that i mentioned in another thread ("workflow buglet in 1.4?"):

* submit page
* submit subtree
* reject page
* reject subtree
* publish page
* publish subtree

* notify submitter [on]
the last option would be a toggle like the new visibility switch.
if no one objects, i'll file an enhancement bug and try to hack on it a
little.
