Now that Lenya is a top-level Apache project, one of our jobs is to produce the "Project Guidelines". I committed the initial document. I mainly svn cp the ones from forrest and s/Forrest/Lenya/g. Further I updated the guidelines and our site.xml when needed.

Current committers can tweak the xdoc at guidelines.xml but please discuss major changes. This initial document is intended as a discussion starter.
