Actually, I believe that the global-sitemap.xmap allows for:
{pub-id}/modules/{module-id}/...
look for <!-- Publication specific Module requests --> in the
global-sitemap.

I was starting to mention that Lenya 1.3's "module" protocol handles
both static and fallbck issues, and it forces setting a Publication,
even if it is simply using the syntax that assumes the current
Publication, but that issue seems to be resolved.

Why do 1.4's paths/URLs include "/modules"?  Is it necessary?
