Do we really need to have the pubID contained in the internal links? It
would be really nice if we could resolve the pubId from the uuid. I
could see moving content from one pub to another with ease.
I also question why we need to include area in the internal links.
Would someone ever link from a live doc to a doc in authoring? There
has been discussion of removing areas, this would be one more thing to
untie later.
