Code already exists to notify submitters when their documents are published. Submission automatically notifies all reviewers of the submitted document, if the submitter is unable to review it on their own. Thanks to Andreas for PolicyUtil.getUsersWithRole(). Reject notification is similar to Publish notification. However, the reviewer can enter in a message as to the reason why it was rejected.
