It's a local problem, there are some issues with svn on cygwin.

Suggestions are to disable antivirus (at your own risk) or uninstall
tortoise svn (in case it's installed). Not sure if that works.
As a workaround you could try to manually delete the directory and try
again "svn up".
Or use another svn client (tortoise svn, subclipse).
