Hmm, IMO we have to handle that careful.
Imagine the following situation:
/foo (public)
/foo1
/bar (private)
If you now copy /foo1 to bar:
/bar
/foo1
This way, you create a public area in a private branch.
But I guess you're right and the sitemanger just has to know what she does.
