I have also added a "Testing" page (http://libcloud.apache.org/testing.html) to 
our website recently, but nothing actually links to it yet :)

I will fix it and add a link to it on the "Development Information" page.

The dependency management part is sadly more complicated. setuptools / 
distutils don't support "test_dependencies" option which means we would need to 
use something like buildout to handle test dependencies.
