Currently you can create a single access rule through
ex_create_balancer_access_rule. However, it is not possible to use this to
quickly create multiple access rules, as creating an access rule sends a
balancer into BUILD state.
We should support creating multiple access rules at once -- Example 4.52 at
http://docs.rackspace.com/loadbalancers/api/v1.0/clb-devguide/content/Manage_Access_Lists-d1e3187.html
