This patch contain changes for LoadBalancer providers dostrings. Patch add new
filed tags and update docstrings in general. Docstrings field tags are
important to Libcloud.REST project. They allow to use introspection and magic
to build most of the functionality, such as extra methods/arguments support.
Also this patch contain pep8 related changes.
