The patch itself looks good, but I'm not sure if we even need this change.
As far as I know, Rackspace / OpenStack driver doesn't actually do anything
with the "location" argument anymore so list_locations method has no particular
value besides keeping it backward compatible perhaps.
The whole plan with "datacenter" argument is to replace existing "one class per
region" and "list_locations" stuff.
