no
you just need to conform the off-line packs structure
here a link in french (will ry to translate it asap)

it also misses the thes2.txt file (probably your problem)
the _v2 tests must be listed in a separate file (due to thesaurus
invompatibilty between versions)
You can perhars have a look at an existing package containing both
thesaurus versions (say french)
