Hi! I believe, I have fixed the bad MySpell ISO-8859-13 character table in Hunspell 1.1.1, so OOo 2.0.2 (with Hunspell) works fine with your Latvian dictionary.
If not, please check this UTF-8 conversion of the Latvian dictionary: http://hunspell.sourceforge.net/lv_LV_utf8.tar.gz (I have also attached the Hunspell, Myspell ISO8859-13 codepages and a dictionary conversion utility for Unicode conversion.) We can fix any case conversion problem in OOo 2.0.3, yet. Thanks for the bug report!
