The problem we have here in the UK is that there are not MM support staff capable of helping with technical questions (and if you contact MM US direct they point you in the direction of the UK who contact the US anyway), and like you mentioned, they close the ticket down with no real resolution....which ALWAYS states reply to it to reopen, but it never does.
As for the dll, I believe this is used for Windows 2003 installation / IIS 6.x only.
