You're right. Looking at what's out there, it would be much quicker to
build a simple one. FCKEditor seems to suffer from that time old open
source problem; lack of documentation. soEditor looks ok, but the
license is a bit too expensive. I've been playing around with the
HardCore editor for a while though, and that seems to hit the right balance.

There is the FREE Farcry CMS : http://farcry.daemon.com.au/
But if you really only need to do basic stuff, why not just roll yourself
something simple using something like
soEditor, or FCKEditor

Can anyone recommend a good CMS system for ColdFusion
(preferably one that can run on cfdeveloper/cfmxhosting).
Doesn't have to do very much, but the main thing is uploading
pictures and other odd bits of content (like graphics files
and PDF files).
And some kind of maling list functionality would be nice too.
