For a form to be secure, the ACTION must be HTTPS, not the calling page.
So this is secure:
<form action="https://anydomain.com/whatever.cfm";>
(That domain must have it's own SSL certificate, separate from any
certificate you have.)
It's generally recommended to have the initla page being SSL to
reassurrance people (they can see the padlock thing), but once the
target page is HTTPS the browser will submit the form securely.
