If you have the money to spend I recommend ColdFusion Builder, I've been
using it since an early Beta, and can say it helps a lot with my Daily CFML
Coding.

But If you don't then sure CF Eclipse, with the CF8 Eclipse Extensions are
great

As for a SCM system if you've not used one before or even VSS and you want a
nice easy ride to start with, with lots docs, then sure go with SVN as it
has multiple tools and TortieseSVN is you life saver outside of Eclipse to
do a lot of heavy lifting.

The two plugins of Choice of Eclipse and SVN are:

Subclipse - http://subclipse.tigris.org/
Subversive - http://eclipse.org/subversive/

My preference is Subversive, but it is all down to personal prefence, as I
find Subversive integrates nicely with Mylyn (You may not be ready for that
yet)

But all in all, there is plenty of resource out there to get you started.

If you want any books to help you get started IMHO the Pragmatic Programmer
Line serves well here on both SVN & GIT to get you started on the right
track.
