also if that dont help we had this issue quite a while ago

A bulk mailing had been performed earlier, leaving 57000 files in the
spool. This had cause the spool folder to become locked and no more
files could be copied into it by CFMAIL, thus an error.

You need to stop CF, rename folder, create a new spool folder, and from
command prompt copy all the files back to spool.
