You could try http://www.gradwell.com/hosting/dev.php - their developer account is very flexible and lets you host as many domains as you like, unlimited POP accounts (including forwarding), virtual web hosts, DNS management etc. 5 MySQL DBs (I think) are included, plus you get shell access (SSH) and can run mailing lists blah blah blah. Go look, tis good.
