I haven't seen that many companies offering much more than �20 an hour to 
contractors in the UK, though.  Don't know if I just don't pay that much 
attention, I look in the wrong places, or what?  I've seen some offering more 
(not much more though - maybe �30 tops) and many offering less (�10 - �15 per 
hour).  Personally, I don't think I'd ask for �20-�30 if I were a "moderately 
inexperienced" develop... not if I really needed the work.  When I quote for 
contract work on a project that I'm the only developer on, it's usually a day 
rate at least or else it's a lump sum for the work.  Regarding what you should 
chaarge for a small e-commerce site - that really depends on the requirements 
and on what you mean by "small".  I'd also be sure to agree on EXACTLY what the 
client gets for the price quoted otherwise you can easilly end-up with changing 
requirements and a whole lot of unpaid time spent on the thing.  Also charge 
them for the planning phase (beyond the initial conversations to secure work).  
I don't think it makes any sense to spend 10 hours discussing and agreeing on 
requirements in order to do a piece of work for �650... your rate is actually 
lower than you calculate when those 10 hours get figured in.
