you definitely need to worry about screen size. The PocketPC has a screen res of 320x240 but the new ones to be release soon will be VGA, 640x480. Smartphone is considerable less screen res too. Pocket IE has limited CSS capablities across the versions, the latest version 2003 SE is pretty good though, but DHTML seems a no no. Opera are about to enter the pocket PC browser market too which adds another browser to the equation.
