mic is a generic tool for creating root filesystems for any target
device.  All you need is a set of configuration files (specified as a
'Platform' in the tool) that describe the target device so mic knows
where to get packages from, what to install into the filesystem, and how
to copy all that to the target device.

So... the answer to your question completely depends on what you are
trying to do.

What type of device are you trying to make an OS image for?  Today there
are platform definitions for Mobile Internet Devices (MIDs), Netbooks,
and (i think it landed, but not sure) in-car devices.

What software base do you want to install on it?  Today there are
selections that pull from a couple of different versions of Ubuntu
Mobile and Embedded (UME) and a recently added alpha version of Moblin
v2.
