The docs should be updated to say openshift-ansible-3.6.173.0.21 or later, version "3.6.1" was a bit of a placeholder for the first update after GA. Unforunately though looking at the centos repos that you're talking about we never updated the packages there so I'll ask that they be updated.
You can also use the `release-3.6` branch from github to perform the v2 to v3 migration process.
