Brett - the keyring needs to be refreshed only when one of the existing keys has expired and renewed; but when the keyring package has not been regenerated - i still think this is a bug or a missing feature IMHO - if the keyring package were regenerated automatically each day, then no one would (ever?) need to refresh the keyring manually; pacman -Syu would be sufficient - when adding new key or removing an existing key, the keyring package will be regenerated and everyone will get it when next they pacman -Syu
