Right, most of the time Forums simply compliment the mailing lists, with most things happening in the mailing lists, that bleed over to the forums. Most folks that aren't quite as technical (or not as crazy to keep up with every change to the code!) will just use the forums...this way HOWtos, bugs, etc found in the mailing lists can help populate the fourms with useful info, which is where a newer user will probably look for help in the beginning. Go and try to search a mailing list, and then try to search the forum - forums always feel more 'permanant' where details can live on after being forged on the mailing lists.
On a side note, that's not phpBB - and it's one of the nicest Forums I've seen in some time! It's integration into TRAC is really cool as bugs will be much easier to...(have to say it)...trac(k)!
