Try allowing the roundcube users to set their spam level and actions,
and roundcube 'll manage the messages through those rules, no admin
panel access 'll be needed.. ;)

Well, what I am talking about is that I have set my install in such a way
that if the user receives any email marked as spam by spamassasin, then it
automatically goes into the spam folder and I have roundcube automatically
subscribe to this folder when a new user is created. As for users marking a
mail as spam, thats not possible as to configure spamassasin, you need to re
write subjects which can only be done through the admin panel.
