Translations are locked when you start translating a component, so that translations from other users won't interfere your translations. IIRC the locks are resolved automatically within 24 hours but as you were probably the one who set the lock in the first place, you can probably translate strings despite the lock. Are you tied to this version of IE or to IE at all? I would recommend to upgrade your browser or install another one. I had no problems with Transifex at all using a recent version of Firefox.
