Cabal 1.20 is when cabal.config became a thing right? I know we need 1.18 at least for sandboxing. I agree we should set a higher bound, and it sounds right to make it 1.20. Go ahead and submit a patch for that fix is my vote. It'll still work with Vagrant as is, it will just force users to manually update cabal. It would be nicest if we can update cabal on the Vagrant setup though.
