1. We need some definitions and description publically available especially 
because "BASE" seems not that clear.

2. So.. what is the "Base System". If it includes everything to boot up, how 
does it differ from "System"? For example, is "grep" Base? or System?. Is 
"systemd" Base? or System? and so on.

If it has been meant to be "everything required to boot up", 
2-1. There are things even not falling in that category.
2-2. There seems to be much overlap between Base and others (esp. System)
2-3. Toolchain and "base libraries" will be much smaller than that definition.

We might end up with almost identical lists of architects, maintainers, 
integrators, and reviewers for System and Base if we keep the current 
categories.
