Currently, ARM. But the existing packages can be built to any Tizen actively
supported arches, including ia32, x86_64 and aarch64(in progress).

For Tizen packages bulilding, you need "bootstrapping" the environment. Only
cross toolchain is not enough. The quickest way to find the bootstrapping
files is the published snapshot repos in download.tizen.org.

Yes, you can. In your local machine, no more cross toolchain packages need to
be installed. Only GBS and its several dependencies.

Suggest you can start with IVI profile as your first try, because IVI profile
images are most stable and can be run in emulator easily.

to use `repo` tools with proper manifest files.
