And why OBS use QEMU when build arm binaries? is impossible build by 
cross-arm-gcc?

qemu is used to execute some of binaries that are used during build, not gcc 
usually.
For gcc and some other we have special “cross”/“accelerators" versions of tools 
for arm builds, but there are other tools like “cmake” that are arm binaries 
used during build time.
