Hi Zhang Xu, These packages are not installed by default anymore in the base image but there are still available in the repository. You can install them using 'zypper'. These are both available in the Tizen Common and IVI repositories.

I want to know why xmlsec1 package is removed from IVI? Can they be added to IVI and common image? If yes, who is responsible for this work?
