Yes, such a risk exists.

I understand that. But the problem is that the people working right now on 
Tizen 3.0 (in any profile) are only the distribution-development teams and are 
one step removed from actual app developers. Updates to developer.tizen.org 
usually come from the teams that are working on deploying Tizen to a 
particular device and that hasn't happened yet for Tizen 3.0.

In any case, 3.0 isn't released. There's no point in providing app development 
documentation if there's no SDK to be downloaded and images to build against. 
Updating the docs should come alongside the SDK updates.
