and manually import to my local OBS server.

So sorry to reply you so late. In the time you send the mail I am in a long 
vacation, and haven’t gone though all the pending mail after that :)

The answer is quite simple:

1. Add two more repo for your openSUSE (OBS backend server):
http://download.tizen.org/tools/latest-release/
http://download.tizen.org/services/latest-release/

2. Install the package: obs-service-gbs (and its dependencies will be installed 
automatically)
